15. Special components of Emolument in HKMES such as bonus, allowance, surplus, increment, incentive respectively are not depend upon one’s either senior or junior in service but depends on his/her dynamic and effective service within sincerity and love.
16. Don’t speak ill of others as you are optimist. Do not have the habit of back biting alike of pessimist. Ism-Forms such as groupism, nepotism are extremely dishonoured in HKMES premises.
17. The father of HKMES deeply desires that neither you disturb Me nor I furnish commotion to you. 28. Class Master should select Captain and Asstt. Captain of the very Class by the self. Casual leave for a month is allotted a couple of Days not in a consecutive day. If none of the Days shall be taken leave for the very month, then bonus shall be promoted to them.
29. Four different houses have been had in HKMES both General and Boarding Sections led by different concern Principals, Teachers/Operators, Supporting Staffs, Students/Boardfers, Principles/Criteria etc of acute Degree of Comparison mainly Results of Examinations not only Examinations conducted by the School, Discipline (behaves, character, obedience, morality), cleanliness, punctuality and other alikes.

32. History of the School is given in brief beneath.
2001 was heyyear and 14th of February of the same Year 2001 was heyday to auspicate the very Session, H. Keinahal Memorial English School, Residential Boarding Co­Education is firmly established. Fortunately, by this year itself, the school was recognised by the Department of Education (S), Government of Manipur from Nursery to Class-VIII. By 2004, the school had been given Permission for extension of Class-IX and by the grace of Lord, by 2005, the School had been certified Permission of Class-IX & X that could appear HSLC Examination conducted by the Board of Secondary Education, Manipur in the name of the School itself, HKMES. School graph indicating Pass Percentage and Strength of Examinees are also enclosed for kind view. The school inchoated to appear Matric Examination w. e. f 2004 where once being attested to Lamjao High School and from 2005 onwards, the school appeared HSLC Examination in its name and upto the years to come too. Upto 7 years from 2001 to 2007, there were only one Section ( being combined with General and Boarding Sections worked under one Principal). From 2008 onwards General and Boarding Sections have been separated worked under different Principal, teaching staffs, supporting staffs and students/boarders. The school also entirely shifted from 2007 from Bazar, Langmeidong where 2001 to 2006 could calmly be run over there.
33. Recall: Justification by faith is our School’s motto where each of our School’s Employees shall definitely be dogged Order of descendance otherwise wist as Hierarchy of the School. Employees’ facsimile shall be placed at the D’s Office for Service Security. This cannot be removed unless one’s service will have extended. Notice in case of willing to leave the service, shall firmly be notified before a couple of months to Director for necessary arrangement.
34. Admission for De-Nova students/boarders shall be granted only after being made interview the ward. One may be required to take CAT ( Common Admission Test) so as to prove one’s fitness to the class for which the Admission is sought.
35. Every student/boarder for the Admission aught to be introduced by the one who will be responsible for the said student’s/boarder’s conduct, studies, punctuality, fee and others.
36. Irregularities fall among the studentslboarders to attend class, coaching class, extra class and remedial class are made counselling by the concern Principal. Nisi, counsel with Parents/ Guardians for regularities later. If the counselling be negative in result, the final means is Expulsion from the School to fulfil irregularities.
37. In case of Transfer from other Institutions to this School, the following are the requirement documents to submit in the time of Admission in the School.
(i) Pass Mark Sheet/ Prospectus/ Almanac/Student Progressive Report(Record) (ii) Pass Transfer Certificate (iii) No Objection Certificate (iv) No Due Certificate (v) Character/ Moral Certificate
(vi) Student Achievement Certificate ( If achieves ). In case of Class-IX, IX to IX,
IX to X and X to X- it needs to get permission from the Board of Secondary Education, Manipur.
38. Regarding transfer who desires to transfer from this School to others, may kindly apply Application during the period of Transfer so declared annually afterwith the Result of the KMES Annual Examination. Nisi, none to seek it beyond the Days/Dates allotted.
39. Each teacher/operator shall execute students/boarders cumulative record book to maintain their bahaves, conducts, punctuality and other alikes and the same shall be reported to Director monthly without fail.
40. Employees or Students/Boarders found indulging in eating, chewing, drinking water, other drinking purposes inside the class rooms also using tobacco, pan, tamul, chuppari, talab, smoking etc during class hrs. or school campus are forbidden and will be suspended or permanently expelled from the school.
41. Students/Boarders/Employees should be clean, their hair well groomed and neatly dressed in their school uniform! day’s uniform. They should greet their teachers, brothers, sisters, elders and among themselves whenever they meet them.
42. Immorality, drug addiction, insubordination, contempts of authority, lack of interest in one’s duties as student/boarder/employee and misappropriation of other’s belonging will be the sufficient reason for dismissal. Throwing things at one another is forbidden. Students/boarders/employee found quarrelling/fighting in the school premises, the matter must be reported immediately to the concern Principal for taking necessary action.
43. Students/Boarders/Employees who are to leave the school during Class hours must produce a written note from the concern Class Master/Class.Teacher/ Principal for the very sake and it extends to Director for permission but be marked as absent on that day.
44. Students/Boarders found forging their parents’ signature will be punished as warning and later be suspended. In token of respect, students/boarders, teachers/operators and supporting staffs should greet each and one after another so as to show that they are working under an umbrella of HKMES.
45. Imposement of Fine regarding Absentees and Fee shall be discouraged. In lieu of this, concern Principal, Class Masters and Class Teachers are to take part alternatively that may more affect rather than the previous characters.
46. Running, playing or shouting inside the School’s building/premises is prohibited. Any damage done to the school’s properties must be made goods by the students responsible. If the offender is not discovered, a collective fine may be imposed upon the entire class. The decision of the concern Principal regarding the amount to be remitted is final.
47. No books, periodicals and newspapers may be brought into the school’s premises without the Principal’s permission. Students/Boarders found with obscene books or pictures in their possession or lending them to others are liable to be punished. Curly hair artificially, tattoo and dying hair should badly be dealt. Neither nails polished nor keeping the nails long should be practised any more.
48. Use dust bin in the class for dirt sheet to dump. Nothing should be discarded whereabouts. Keep the class, verandha, ground clean enough. Students/Boarders who have been absent for more than 3 days at a stretch by virtue of illness is expected to produce a Doctor’s Medical Certificate before coming to school.
49. Students/Boarders found using unfair means in the Examination Hall will immediately be expelled from the said Examination only the Subject/Paper on the particular day/date to appear. No mark could be calculated for this very Paper/Subject for being given penalty in the Result of this Examination to come.
50. Fee/s shall be received by the Accountants of HKMES at the Counter only. As per rules of HKMES regarding Fee/s, students/boarders should pay Fee/s on or ere the 5th of every month sans fail and sine mora to encourage cooperation from Parents/Guardians.
51. All items of Fees once remitted, will not be refunded under any circumstances. Library is open for students/boarders and employees of HKMES use in time and return in time. It is of Class- VI to X only of both the Sections in use. Monday to Wednesday for Boarders whereas Thursday to Saturday for General Students. Books for library are issued by the Librarian after maintaining Record Book. Books may be retained not more than 7 days,a week counted from the date of issuing. Students/Boarders wish to keep it longer, should bring it to the Library for renewal. Students/Boarders who lose or damage the books in any fettle, will have to pay the full cost of the book.
52. Fee exemption is bestowed under the following directions.
(i) Dux of the Class made base on Result of the Annual Examination. (ii) A Son or a Daughter of HKMES Employees. (iii) Demised either father or mother shall be verified by documentations and has been exempted half of the School monthly Fee. ( Demised certificate must be enclosed for easy verification). (iv) Orphanage shall be verified by documentations and has been exempted full of the School monthly Fee. ( Demised certificate must be enclosed for easy verification). (v) The last son or daughter of a Parents in the same family shall be given full school monthly fee exemption.( Application for proof shall be enclosed ). All this, is urged to remind annually in the time of Admission. Rs. 500/-has been given exemption to Boarders as usual if anybody falls (iii) & [iv), Nisi, only school monthly fee shall be made exemption.
53. Organise School Social Service once or twice in a month under the guide lines of the concern Principal. None to get leave on this Day as it organises once in a blue moon. Use call register/ Attendance Register that may relate it into Socially Useful Productive Work( SUPW) for the School
54. No wrist watch, bangles, mobile, gold fingers ring, gold necklace, money and noisy anklet should not be worn and brought by the students in the school. Head and hands gear and dark colour of spectacles used eithin the school campus has been prohibited specially during the school working hours.
55. A cash award of amounting Rs. 1000/- be there for the school to award for the student who could secure the highest mark among the High Schools Center allotted at the Langmeidong Private HSLC Examination Center yearly in the name and token of Late H(O) Loidang Devi Memorial Cash Award, the very mother of School’s founder, Director cum Principal, General and Boarding Sections,Langmeidong.
56. A cash award of amounting Rs. 1000/- for the teachers concern of the concern Subject who could produce Letter Mark among the Subjects/Papers for the HSLC Examination yearly where students concern should be awarded Rs 500/- for being honoured to.
57. Students/Boarders have the right to re-evaluate the answer scripts for any Examination after the Result which will be given 5 days from the date of result with proper written application mentioning the subject/s what being wanted to check. The school won’t give permission to check all the subjects for a student/boarder but two as maximum. Complaint comes after this period will no more be considered under any circumstances.
58. Nick name or short name should not be used in of being called in the school premises as this result might come an apple of discord afterin. No Fee; No Examination is a Scheme launched for the students/boarders that shall definitely be met on or before the 5th of every month sans fail and sine mora. On the contrary, No Work; No Pay for Employees of HKMES that directly be enforced w.e.f. 2015.
59. Poaching of other commodities should badly be dealt. Students/Boarders must attempt any competition programme comes up through Block, District, State, National and International Level too with full enthusiasm so as to keep a large image for the concern to the school remain ever.
60. There is a bulky comparison between General Section and Boarding Section mainly of the following characters.
(a) Result of Examinations ( internal & external Examinations)
(b) Over all Pass Percentage of any Examination (c) Fee remittance
(d) Punctuality (e) Discipline (f) Cleanliness
(g) Uniform (h) Various field activities not only students/boarders but also teachers/operators of the Blocks.

61. Teachers must to report School exactly by 8:30 am and leave to School by 3:30pm under mandatary program that has been inchoated w.e.f. 2015. Teachers should plan or suggest or correction or evaluation of Exercise Books for students that had been assigned them by you according to Subjects.
62. Within risk and responsibility, teachers/operators should take part the same regarding your concern subject/s, discipline, cleanliness, result and any sort of Out put from the students/ boarders comes up from time to time.
63. Teachers/Operators must appear in mass whereabouts in the period of Assembly for being checked well and to aid to the conduct of the Assembly daily sans fail. Teachers/Operators should neither sit on the settees nor on the davenports belonged to students/boarders mainly inside the class room! coaching room! remedial/ extra class or mass study hours.
64. Teachers/Operators should not collect Fees directly or indirectly from the Students/Boarders as the same shall be done over Counter according to their Classes and Sections. Pay demands in advance is discouraged and displease with except under an unavoidable circumstances. In lieu of this, may urge to apply Loan for TET at the minimal rate of interest.
65. Casual leave, a couple of Days for a teacher/operator be granted in a month written and noticed in advance through self Encheridon or of Sheet file on the self File in which the Days are taken in alternative. Abdication is more better than that of Abrogation. Nisi, resignation in lieu of termination from the service is more nature. Termination! Abrogation!Expulsion/Dismissal is appeared and occured only in the time of Violation of Rules & Regulations ( Laws of HKMES ) of the School.
66. 20th of every month is declared HKMES Employees Pay Day, holiday. The same is urged to receive from the Bank, Manipur Rural Bank( MRB) Kakching Branch through Cheque, ATM or Withdrawal Form.
67. It must be maintained and considered as Confidential in case of Setting Question Banks of any Examination, Evaluation, Mark Allotment, Results of any Examination and further be made them serious. Important system should never be practised before the Examination for the very Examination under the expectation of high percentage of good record at any cost. Use red ink ball point pen in case of Evaluation and Correction otherwise blue ink ball point pen shall be utili sed under one room.
68. A forthnight as maximum and a hebdomad as minimum is reserved for Evaluation of any Examination of 100 marks as Captured where 40 marks as Escaped. Examiners are to submit Answer Scripts along with Mark Sheets as soon as evaluation has been accomplished to D’s Office for safty and other necessary arrangement.
69. Examiners should carry forward tally marks from each sheet of Answer Script and the very toto ought to display on the top leave of the said Answer Script which follows examiner’s approved initial signature. ( Approved initial signature shall not be allowed to change oftenly. If condition comes to change it, shall ergo be forwarded application for seeking permission from the Authority)
70. Regarding Examination, Invigilators should neither reading the Question Bank nor to rectify on it under any reason. They should never stand nearby Examinees except to supply additional sheet, thread and extension of signature over Answer Scripts and Attendance Sheets. A pin drop silence must be maintained in the Examination Hall by the concern Invigilator. No examinee shall be permitted to go out for needs before first half of the Examination nor to despatch them before the last hour be noticed. Invigilators need to assemble Answer Scripts in Orders according to Seat Chart Arrangement.
71. No lnvigilators shall be made back and forth from the allotted Exam’s room. They should keep eagle’s eyes to Examinees for fare Examination. If condition compels to leave the room, shall be urged to seek permission from the concern Supervising Officer (SO), the concern Principal of the said Examination for kind execution.
72. No teachers/operators should use one’s mother tongue as the common dialect/language for communication is of english only where hindi is of supporting language for the welfare and development of all. This restriction is made off in the class in the time of teaching for more and faster adjustment and makes more understanding.
73. Increment of Pay doesn’t depend upon one’s senior or junior in service. It depends on Service Record. Teachers/Operators should never punish studentslboarders severely for a case or a problem Insteads, it should definitely be extended to the concern Principal for easy solution. Principal has the right to expel students/boarders according to their lame excuse committed in the school premises. In the same manner, teachers/operators too according to their negations done there in the school that stands against the Rules and Regulations of the School.
74. Prior notice must be released w.r.t. (73) ubi supra to the undersigned without fail. No meeting/congress for the concern Staffs shall be formed led by the concern Principal without prior information be given to Director. Ifbeing had conditionally, resolutions of the said congress shall definitely be forwarded to Director under the Scheme of” No gap in Communication”.
75. Guests/Clients or Friends being visited to the school during the School Working Hours shall no more be hospitalised under any conditions as duty is what; duty be achieved. No impersonation in case of falling sick, maternity( certainly relax according to the fettles) and other unavoidable circumstances should be practised. In case of known fettles submitted by the concern Principal, may ergo be considered a bit for the said sake.
76. Class shall be well controlled in order not to disturb to the adjacent classes. Break given after 4th period shall be made well surveillance. Class teachers of different classes specially last period for a Day’s execution shall give well information for being checked articles( umbrella or rain coat, cycles in the time of raining) belonged to Students/Boarders.
77. Teachers/Operators should look after the Students/Boarders while they used to play and teach them several extra co-curricular activities beside the class room teaching. Mobile in use during school working hours is awfully discouraged.
78. Educators should possess a good hand writing, correct and a command of well spelling along with a good pronunciation in conversation. Recall, M.K. Gandhi, Father of the Nation says: c c A good handwriting is the sign of a perfect education”.
79. Educators used to think and ponder deeply for the Educands w.r.t. their syllabus coverage, revision and understanding under the Scheme, KUSA( knowledge, understanding, skill and application )ofthe subject concern so allotted to the concern Educator/s.
80. Educators should punish lightly for those Educands who found dozing and disturbing to others during class hours. In fact, this position may appear only when the concern Educator shows his/her recklessness. No risk be borne by the undersigned for those Employees who have not prepared personal Identity Card issued by the undersigned when the pre-condition arises on the spur of the moment.
81. If any Educator wishes to resign for his/her service from the school for a better choice, should firmly be informed to the undersigned in written a couple of months or a month in advance for being sought substitution. HKMES has no Compulsion in Service.
82. Sports materials should be well checked by the concern Sports in Charge and Executive Members of the said Department and asked to place in a proper room. Mutual understanding as well as Co-operation should duly be furnished each other as being led by a Team Work with Team Spirit.
83. Teaching Experience Certificate for the Educators shall be provided only those who serve their service a complete year or more as per Rules of the School. This will be notified earlier in written address to the undersigned to issue humbly. Suggestion whatever be for the amelioration of the School, Educators and Educands either in written or in verbal shall be well hospitalised and considered firmly.
84. Pay Subduction and Pay Surplus shall be practised w. e. f. 2015 onwards for the Employees who stand against and for the following clauses as :
(i) Leave taken beyond a couple of Days not in a consecutive days.
(ii) Leave taken in a consecutive Days. One ought to be paralised as per Criteria.
(iii) Leave without prior notice.
(a) No leave be taken for a month.
(b) Only a day on leave and a day on service. A day on service should be made pay surplus.

85. Educators must be of Past Masters for the alloted Subjects and teach the Educands upto utmost fare enough for quality in Education at this present world.
86. Best Cash Awards with Citations in Service of the Year 2015 has bee launched and adopted in H. Keinahal Memorial English School, Langmeidong of the following characters in touch to be keptas School’s Record and the same shall be distributed on a special Function falls every year.
